"航空科学与技术国家实验室(筹)"第一批高级人才招聘计划
航空科学与技术国家实验室(筹)是2006年12月经国家科技部批准,依托北京航空航天大学建设的具有相对独立运行机制的科研实体,实行理事会指导下的主任负责制、与国际接轨的学术管理制度、以竞争和流动为核心的人事管理制度和科学合理的分配激励制度,该实验室所有人员实行岗位聘任制和任期目标责任制。
本着"公开、平等、竞争、择优"的原则,实验室现向海内外公开招聘航空科学与技术国家实验室主任1名、研究部首席科学家10名,并实施实验室"百名高级人才引进行动计划"。

一、国家实验室主任(招聘人数1人)


1、招聘条件:
1)国际著名教授和国际同行公认的知名学者,学术造诣深厚,取得了业界公认的研究成果,在本研究领域的国际一流学术刊物发表过较多有重要影响的学术论文或取得重大工程技术创新成果,推动了科技和产业的发展。
2)能够把握国际航空科技发展方向和关键问题,并结合国家重大需求和实验室定位,创造性组织和开展实验室建设和前瞻性、战略性学术研究工作;学术民主,具有团结协作精神;能够把国家重大需求、科技进步和产业发展有机结合。
3)中外籍院士、国际重要奖励获得者、"973"首席科学家和国际重大研究计划主持人,所从事的研究领域符合航空科学与技术的学科发展方向。
4)能够全职投入实验室工作,科研组织和协调能力强,能够争取重大研究计划;并善于发现和培养创新的思想萌芽和优秀的中青年领军人才。
5)能够在学术方向、国内外合作与交流等方面为国家实验室的发展做出重要贡献,并领导实验室成为本领域国际知名的研究创新基地,吸引国内外一流的专家或团队,并积极建立国际学术交流环境。

2、相关待遇
1)提供具有竞争力的协议年薪;
2)工作期间提供公寓式住房一套和安家费;
3)协商有关其它有利于开展工作的条件。

3、聘任与考核
1)国家实验室主任一届任期5年,一般任期为两届。
2)实验室主任的业绩考核与国家实验室发展状况评估同步进行,每任第3年中期评估,5年总评。
3)根据合同对实验室主任的业绩进行考核,考核结果决定续聘或解约。

二、首席科学家(招聘人数10-15名)

2、招聘条件
1)国际著名教授和国际同行公认的知名学者,学术造诣深厚,取得过学术界公认的研究成果,在本研究领域的国际一流学术刊物发表过较多有重要影响的学术论文或取得重大工程技术创新成果,所从事的研究领域符合航空科学与技术的学科发展方向。
2)掌握本学科的科技发展趋势和国家重要需求,具有带领本学科开展创新性研究的能力,并能完成创造性地发现和科技突破,学术民主,具有团结协作精神。
3)中外籍院士、"973"首席科学家、国内外重大研究计划主持人或国际知名大学和科研机构的专家,同等条件下优先考虑。
4)科研组织协调能力强,并具有带领国际团队完成研究、发明和创新的能力;能够吸引国内外高水平专家或团队,善于发现和培养创新的思想萌芽和优秀的年青人才;
5)可以申请全职或兼职工作:其中全职首席科学家应能争取国家重大科研计划;兼职首席科学家能够每年在实验室工作3个月以上(含),并争取国家重大科研项目。


3、相关待遇
全职首席科学家
1)提供具有竞争力的协议年薪;
2)工作期间提供公寓式住房一套和安家费。

兼职首席科学家
1)根据任务目标提供具有竞争力的协议薪酬;
2)工作期间提供公寓式住房一套。

4、聘期与考核
1)每个研究部或中心设首席科学家1-2人,由北京航空航天大学授权国家实验室主任进行聘任,任期3年。
2)首席科学家的业绩考核进行年度评估,3年总评。
3)根据合同对首席科学家的业绩进行聘期考核,考核结果决定续聘或解约。

  Recruiting Program for First Group of Senior Talents for the "National Laboratory for Aeronautics and Astronautics(in Preparation)"
National Laboratory for Aeronautics and Astronautics(in Preparation) is a scientific research entity which is operated with relative independence, built under approval by the Ministry of Science and Technology in December of 2006 and incorporated into Beihang University. It adopts directorship of director responsibility system under the guidance of a governing board, an academic administration system in line with international practice, and a personnel administration system and rational remuneration & motivation systems centered on competition and mobility. Post engagement and objective responsibility systems are applicable to all staff in this laboratory.
Under the principle of "openness, equality, competition, and selecting the best", the laboratory is now openly recruiting from home and abroad one director of the National Laboratory for Aeronautics and Astronautics, ten principal scientists of the Research Departments and the "Acton Plan to Recruit One Hundred Senior Talents" of the laboratory is in progress.
. Director of National Laboratory (one person to be recruited)
1. Recruiting Qualifications:
1) Internationally renowned professor and distinctive scholar recognized by international peers, who possesses profound expertise and has made academic attainments recognized by the academic community, having published numerous academic papers with great impacts in top international academic journals or having attained significant and innovative results in engineering technologies, which contributed to advancement of S&T and the industry.

2) Capable of grasping the international development trends and key issues in aviation technologies, and able to organize and implement building of the laboratory with creativity as well as forward-looking and strategic academic research works in line with significant needs of the state and orientation of the laboratory having academic democracy and spirit of united collaboration able to incorporate the significant needs of the state, advancement of technologies and development of the industry.
3) Chinese or expatriate academician, winner of major international awards, "973" principal scientist or overseer of major international research programs, whose engaged research field is in line with the trends of aviation science and technology.

4) Be able to commit himself to the works pertaining to the laboratory as a full-time job, strong capability in research organization and coordination, able to obtain major research projects good at identifying and cultivating ingenious ideas as well as excellent junior and middle-aged team leaders.
5) Be able to make significant contributions to the national laboratory in terms of academic direction, domestic and international cooperation and exchanges be capable to lead the laboratory and make it an internationally recognized research and innovation base in this field attract top-class experts or teams home or abroad aggressively build an environment favorable for international academic exchanges.
2.
Remunerations
1) Offer competitive annual salary to be set forth in agreement
2) Provide an apartment and family allowance during the period of working.
3) Other conditions instrumental in performing his duties are subject to negotiation.
3.
Engagement and Performance Appraisal
1) The term of the office for national laboratory director is five years usually the tenure lasts two periods.
2) The performance appraisal of the laboratory director will be conducted simultaneously with the appraisal of development of the national laboratory. Intermediate appraisal will be conducted in the third year of each period and final appraisal in the fifth year.
3) The performance of the laboratory director is subject to evaluation against the agreement the result of evaluation shall lead to the decision of continued employment or termination of agreement.

3) When other qualifications are equal, favorite considerations will be given to those who are Chinese or expatriate academicians, winners of major international awards,
the principal scientists of the key research program, overseer of major international research programs or experts in internationally recognized universities and research organizations.
4) Strong capability in organization and coordination of scientific research works, capable of leading international teams to accomplish researches, inventions and innovations be able to attract top-class experts or teams home or abroad, good at identifying and cultivating ingenious ideas as well as excellent junior talents.
5) Both full-time and part-time jobs are available: the full-time principal scientists shall be able to obtain major research programs of the state the part-time principal scientists shall be able to work for three months or longer period each year in the laboratory and compete for major research programs of the state.
3. Remunerations
Full-time Principle Scientist
1) Offer competitive annual salary to be set forth in agreement
2) Provide an apartment and family allowance during the period of working.
3) Other conditions instrumental in performing his duties are subject to negotiation.
Part-time Principal Scientist
1) Offer competitive remuneration to be set forth in agreement in accordance with task objectives.
2) Provide an apartment during the period of working.
4.
Engagement Terms and Performance Appraisal
1) For each research department or center, 1 - 2 principal scientists are to be employed by the national laboratory director on behalf of Beihang University the term of office is three years.
2)
The performance of principle scientists is subject to annual appraisals as well as final appraisal in three years.
3)
Evaluation of the performance of principal scientists is to be made during employment period and according to the agreement, the result of which will lead to decision of continued employment or termination of agreement.
